Instead, the Liverpool legend has surprisingly admitted he would give the top spot to Chelsea's Eden Hazard.
Salah has been a major factor in the Reds' upswing in form, with 39 goals for club and country in 2018.
Jurgen Klopp's side are currently top of the Premier League and are through to the last 16 in the Champions League.
The Egyptian star has scored 10 goals this season in the top flight, with four assists.
Despite this the 65-year-old pundit says Hazard pips Salah to the post.
In an interview with the Mail, when asked who's the best in the League, Souness said: "If I could take one it would be Eden Hazard.
"I think Salah will be a better goalscorer but in terms of all-round play (Hazard)."
The ex-player did not write Salah off though.
Souness said: "He is fabulous but it's only his second year.
"Come back in five years. When you talk about those Liverpool greats, they had players who won everything.
"Some great team men, great goal scorers, longevity. This is only Salah's second season but I do believe he has the potential to be in that category."
In his career at Liverpool, Souness won the First Division five times and the League Cup three times, each consecutively.
He also won the Charity Shield three times and the European Cup three times.
Salah has been runner up in the Champions League so far in his Anfield stint, after the Karius embarrassment as he was taken off with a shoulder injury.
Souness can expect fireworks this weekend though, after being paired with Roy Keane and Jamie Carragher for the Premier League clash between the Merseysiders and Manchester United.
